TL;DR: The cheapest way to ship small items? Match the right tier. Flat, flexible items under 3.5 oz can mail as letters. Large envelopes take up to 13 oz if they bend. Rigid or lumpy items cost extra or pay parcel prices. USPS parcel tiers: 4, 8, 12 and 15.999 oz. Compare carriers before you print.

You resell small goods, and a cheap pin just sold. The label quote looks almost as big as the sale. A USPS letter tops out at 3.5 oz. A pin in a padded mailer usually won’t qualify.

So what is the cheapest way to ship small items? It starts with the tier your item qualifies for. Letters, large envelopes and tracked parcels each price differently. Packaging can push a parcel into the next ounce tier.

Once you know the rules, the cheaper choice gets clearer.

Shipping Small Items: At a Glance

  • Flat, flexible items under 3.5 oz can mail as letters.
  • Large envelopes take up to 13 oz if they bend.
  • Rigid or lumpy items cost extra or pay parcel prices.
  • USPS parcel tiers: 4, 8, 12 and 15.999 oz.
  • Per-label fees and ink add up on cheap items.

What Is the Cheapest Way to Ship Small Items?

Three steps from a letter to a large envelope to a small parcel, showing small-item shipping tiers.

Use the lowest tier your item qualifies for. Flat, bendable items can go as letters or large envelopes. Thick, rigid or tracked items usually ship as parcels. USPS prices those parcels by the ounce. Then compare carriers for that exact parcel. The tier matters more than the carrier.

Which Tier Fits Your Item?

TierFits whenTrackingTrade-off
Letter (First-Class Mail)Flat, bendable, up to 1/4 in thick and 3.5 ozNoNo USPS Tracking
Large envelope (First-Class Mail)Flexible, evenly thick, up to 3/4 in and 13 ozNoNo USPS Tracking
USPS Ground AdvantageParcels up to 70 lbYesPriced by ounce tier; $100 insurance included
UPS® Ground Saver®Residential and PO Box parcelsYes1–2 days slower than UPS® Ground; $50 coverage
Media MailEligible books and media onlyYes2–8 days; may be opened for inspection

Rate checks may also show Ground Advantage Cubic. It is a size-priced USPS option.

What Does Each Tier Give Up?

Envelope tiers cost least but carry no USPS Tracking. USPS says most services include tracking, except First-Class Mail. That matters when a buyer says it never arrived.

Parcels cost more but bring proof of delivery. Ground Advantage also includes $100 of insurance. For resold goods, that trade often pays for itself.

Should a Small Item Ship as an Envelope or a Parcel?

Flexible flat envelope next to a lumpy padded mailer and a thickness gauge.

Ship it as an envelope only if it stays flat. A letter tops out at 3.5 oz and 1/4 inch. A large envelope stops at 13 oz and 3/4 inch. Both must bend and stay evenly thick. Otherwise expect a surcharge or parcel pricing.

What Counts as a Letter?

A letter is the smallest, lowest-cost tier. Under the USPS Domestic Mail Manual, a letter must be:

  • No larger than 11-1/2 × 6-1/8 inches
  • No thicker than 1/4 inch
  • No heavier than 3.5 oz
  • Rectangular, with square corners

A letter over 3.5 oz pays large-envelope prices instead.

What Counts as a Large Envelope?

A large envelope, or “flat,” is the next step up. It can measure up to 15 × 12 inches. It can be up to 3/4 inch thick. The weight limit is 13 oz.

It also has to pass two tests. It must bend without breaking. Bumps can’t vary its thickness by more than 1/4 inch.

Why Do Some Envelopes Cost Extra?

Machines sort letters, and some envelopes jam them. USPS calls these nonmachinable, and they cost extra. A letter-size piece is nonmachinable when it:

  • Has a plastic or poly exterior
  • Is too rigid to bend easily
  • Holds lumpy items, like pins or coins
  • Uses clasps, strings or buttons
  • Is square or oddly proportioned
  • Has the address on the short side

That pin in a padded mailer fails several tests. It is lumpy, stiff and often wrapped in plastic.

When Does an Envelope Become a Parcel?

Some large envelopes get repriced as parcels. USPS charges Ground Advantage prices for large envelopes that are:

  • Bigger than 15 × 12 × 3/4 inches
  • Rigid and unable to bend
  • Lumpy instead of evenly thick

A box inside an envelope still counts as a box. USPS won’t treat it as a flat.

The 4-Question Envelope Test

Run every small item through these four questions:

  1. Is it flat?
  2. Does it bend easily?
  3. Is it evenly thick?
  4. Is it within the size and weight limits?

Four yeses mean it can mail as an envelope. One no means a surcharge or parcel pricing.

How Does USPS Price Small Packages?

Poly mailer on a digital scale reading 4.2 oz, which rounds up to the 8 oz price tier.

USPS prices small parcels mainly by weight and distance. Ground Advantage uses four ounce tiers up to 15.999 oz. You round up to the next tier. A 4.2 oz parcel pays the 8 oz price. Size only matters above one cubic foot.

How Do the Ounce Tiers Work?

Under 1 lb, USPS Ground Advantage groups parcels by weight.

Up to 4 oz4 oz
4.1–8 oz8 oz
8.1–12 oz12 oz
12.1–15.999 oz15.999 oz
16 oz and upPound pricing, rounded up

USPS gives this example. A 4.2 oz parcel pays the 8 oz price. See USPS Ground Advantage rates and rules for more.

When Does Package Size Change the Price?

For most small items, size won’t change the price. USPS applies dimensional (DIM) weight only above one cubic foot. That is 1,728 cubic inches.

Above that, USPS divides L × W × H by 139. You pay the higher of actual or DIM weight.

What Comes With Ground Advantage?

Ground Advantage bundles several extras into the price:

  • USPS Tracking
  • $100 of insurance
  • Delivery in 2–5 days
  • Free Package Pickup

Is USPS or UPS® Cheaper for a Small Parcel?

Identical small parcels on a nearly level balance labeled Carrier A and Carrier B.

Sometimes USPS wins, and sometimes UPS® does. On light parcels, the gap can be cents. Ground Advantage delivers in two to five days. Ground Saver adds one to two days to UPS® Ground. A same-day rate check for your parcel settles it.

What Do USPS Small-Parcel Options Include?

Ground Advantage is the everyday USPS choice for parcels. It includes tracking and $100 of insurance.

Media Mail is narrower. USPS limits it to eligible media, like books and recordings. Packages can be opened for inspection. Ineligible items owe higher postage.

What Is UPS® Ground Saver® Good For?

UPS® Ground Saver® is built for residential deliveries. UPS® lists these terms:

  • Delivery Monday through Saturday
  • Transit like UPS® Ground, plus 1–2 days
  • Delivery to US PO Boxes
  • Coverage up to $50 included
  • Final delivery by UPS® or USPS

Why Does the Cheaper Carrier Change?

Each service prices weight in its own steps. One extra ounce can move one price, not the other. So last week’s winner may lose today. The real check comes later in this guide.

How Do You Pack Small Items to Pay Less?

Packing station with a poly mailer, bubble mailer, digital scale and thermal label printer.

Pack light, flat and close to the item. Weigh the item with its mailer and label. Stay under the next ounce tier when you can. Choose a poly or bubble mailer over a box. Skip plastic if you want standard letter pricing.

What Packaging Keeps Small Items Light?

  • Paper envelopes for flat items that bend
  • Rigid mailers for prints (these ship as parcels)
  • Poly mailers for soft goods shipping as parcels
  • Bubble mailers for small, fragile pieces

How Do You Weigh Without Guessing?

Weigh the finished parcel, not just the item. Mailer, padding and label all count. A digital scale reads to the fraction of an ounce. Round up before you pick a tier.

Which Packing Mistakes Bump the Price?

  • Mailing a small box inside an envelope
  • Putting a stamp on a plastic mailer
  • Adding filler that tips you past 4 oz
  • Leaving lumps that break letter rules

How Do You Ship Small Items in Canada?

Flat envelope beside a 20 mm thickness gauge and a small parcel, with a maple leaf.

Canada Post Lettermail covers flat items up to 500 g. Oversize Lettermail stops at 380 × 270 × 20 mm. Anything bigger or thicker ships as a parcel. Canadian shippers then compare parcel services. Cross-border shipments add customs steps on top.

What Fits in Canada Post Lettermail?

Canada Post sets two Lettermail sizes:

  • Standard: up to 50 g; 245 × 156 × 5 mm
  • Oversize: up to 500 g; 380 × 270 × 20 mm

Anything larger no longer qualifies as Lettermail.

What If It’s Crossing the Border?

Small items crossing the border need customs details. Our Canada Post shipping page covers Canadian parcel options.

How Do You Check the Real Rate Before You Print?

Rollo Shipping Calculator comparing USPS and UPS® rates for a 5 oz soft pack parcel.

Enter the parcel’s ZIP codes, size and weight once. Compare every eligible service side by side. Check again when the weight changes by an ounce. A one-ounce change can flip the cheaper carrier. Then print the label you picked with confidence.

Knowing the rules gets you to the right tier. The last step is pricing the parcel.

What Happens Without a Rate Check?

Without one view, small-item shipping gets slow and leaky:

  • You retype the same parcel on each carrier site.
  • You buy at the counter when online is quicker.
  • You miss the ounce that flips the cheaper carrier.
  • Small overpays repeat on every order.

What Did a Real Rate Check Show?

We ran one parcel through Rollo’s free shipping calculator. The parcel: a 10 × 8 × 1 in poly mailer. The route was New York (10001) to Chicago (60601). We checked it on October 28, 2026.

WeightUSPS Ground AdvantageUPS® Ground Saver®

5 oz$6.43 (3 days)$6.42 (5 days)

At 4 oz, USPS cost less. At 5 oz, UPS® edged ahead by a cent. One ounce flipped the answer.

FAQs

What is the cheapest way to ship a small package?

Use the lowest tier your item qualifies for. Flat, bendable items can go as letters or large envelopes. Thick, rigid or tracked items usually ship as parcels. Under 1 lb, Ground Advantage prices by ounce tier. Compare carriers before printing. The cheaper option can change by the ounce.

Is it cheaper to mail a small package through UPS® or USPS?

It depends on the parcel and the day. We checked one route on October 28, 2026. USPS cost less at 4 oz. At 5 oz, UPS® Ground Saver® won by a cent. That is why a same-day rate check matters. Rates vary by weight and can change.

Can I put a stamp on a padded envelope?

Usually not as a letter. USPS treats rigid, lumpy or plastic-covered letters as nonmachinable. A padded mailer holding a pin often fails. A rigid letter pays an extra charge. A lumpy large envelope pays parcel prices. A tracked parcel avoids postage-due surprises.

Does USPS charge small packages by weight or size?

Mostly by weight and distance. Ground Advantage rounds up to the next ounce tier. Size only changes the price above one cubic foot. Then USPS uses dimensional weight, dividing by 139. Most small items stay well under that size. So weight usually decides the price.

When is tracking worth it on a small item?

Tracking pays off when a loss costs more than reshipping. First-Class Mail envelopes carry no USPS Tracking. Ground Advantage includes tracking and $100 of insurance. For resold goods, tracking also helps settle “not received” claims. Very cheap flat items may still go by envelope.

What is the cheapest way to ship small items within Canada?

Start with Canada Post Lettermail for flat items. Standard Lettermail covers up to 50 g. Oversize Lettermail covers up to 500 g and 20 mm. Anything larger ships as a parcel. Canadian shippers can then compare parcel services before printing.

What’s the Next Step for Your Small Item?

You know the rules now, so price the parcel next. Small items reward a quick check every time. Rollo Ship is a multi-carrier shipping system for both countries. It compares USPS, UPS®, FedEx, Canada Post and Purolator. FedEx and Purolator use your own account.
