TL;DR: Peak season surcharges are temporary holiday carrier fees. In 2026, UPS®, FedEx, and USPS peak periods reach mid-January. UPS® and FedEx target residential, oversized, and air parcels. Rollo Ship compares rates before you print and is free to start. Carrier postage still applies.
This guide is for shippers watching holiday margins closely. September quotes may not hold in December.
A peak season surcharge is usually the reason. The U.S. Postal Service (USPS) announced temporary holiday prices. They run from Oct. 4, 2026, to Jan. 17, 2027.
UPS® and FedEx add their own demand surcharges too. Below, you’ll find each carrier’s 2026 dates and published fees. You’ll also get a checklist to run before peak.

What Is a Peak Season Surcharge in Parcel Shipping?
A parcel peak season surcharge is a temporary per-package fee. Carriers add it when holiday volume strains their networks. It sits on top of your base rate. UPS® and FedEx call it a demand surcharge. Ocean freight uses the same term for container fees. This guide covers parcels only.

Peak fees aren’t one single charge. Each type hits different parcels.
| Peak fee type | What triggers it | Parcels it hits |
|---|---|---|
| Demand surcharge | A dated holiday period on set services | Residential, UPS Ground Saver® and air parcels |
| Peak additional handling | Carrier size, weight or packaging criteria | Heavy or awkwardly packed boxes |
| Peak large package or oversize | Parcels above carrier size limits | Bulky boxes |
| Peak over-maximum or unauthorized | Parcels beyond carrier acceptance limits | Items carriers don’t normally accept |
| Higher-volume tiers | Weekly volume above a June 2026 baseline | Accounts shipping over 20,000 packages weekly |

Year-round fees work differently. Our shipping surcharges guide covers fuel and area fees.
When Do 2026 Peak Surcharges Start and End?
UPS® peak fees start Sept. 27, 2026, for non-standard parcels. Residential and air demand surcharges begin Oct. 25. Both run through Jan. 16, 2027. The steepest UPS® peak surcharge rates apply Nov. 22–Dec. 26. FedEx and USPS follow similar windows. Plan your rate checks around those dates.

Here’s what a UPS® label costs before peak fees land.
Discounted UPS® rates are available in Rollo Ship, with up to 81% off UPS® Ground and up to 75% off UPS 2nd Day Air®.*

Pair these dates with our holiday shipping deadlines guide. Surcharge windows and delivery cutoffs overlap in December.
Which Parcels Do Peak Surcharges Hit Hardest?
Peak surcharges land hardest on three parcel types. Residential parcels carry flat demand fees at UPS® and FedEx. Oversized and heavy boxes face much larger non-standard fees. Air parcels pay demand fees too. Commercial UPS® Ground isn’t in the flat demand table. Parcel type matters as much as carrier.
Residential Parcels: Small Fees That Add Up
UPS® charges $0.50 per Ground Residential package from Oct. 25. That rises to $0.75 from Nov. 22 to Dec. 26. UPS Ground Saver® follows the same schedule.
FedEx charges $0.50 per residential Ground and Home Delivery package. It rises to $0.80 from Nov. 23 to Dec. 27.
Think of it as a holiday residential delivery surcharge.
Per-package fees don’t scale with order value. A $0.75 fee bites harder on a $15 order. That’s why low-ticket shippers feel peak first.

Oversized and Additional-Handling Parcels: The Big Jumps
Non-standard parcels carry the largest peak dollar amounts. UPS®’s peak additional handling surcharge starts Sept. 27 at $8.75. That climbs to $11.90 from Nov. 22 to Dec. 26.
UPS®’s peak large package surcharge is $96.25, then $117.50. FedEx Demand Oversize charges are $95.75, then $117.25. FedEx Demand Additional Handling runs $8.80, then $11.85.
Atlanta to Denver, 25 lb, 24×18×18 in: $44.06 by UPS® Ground. Example rate only. Rates vary by weight and can change. Carriers can add peak surcharges during the holidays.
| Service | Atlanta to Denver (24×18×18 in, 25 lb) |
|---|---|
| UPS® Ground | $44.06 (3 days) |
| UPS 2nd Day Air® | $149.67 (2 days) |
| UPS Next Day Air® | $225.61 (1 day) |
| USPS Ground Advantage (dimensional, rectangular) | $152.52 (3 days) |
| USPS Priority Mail (dimensional, rectangular) | $191.34 (3 days) |

USPS quoted dimensional pricing for this box. UPS® Ground came in well below both USPS options here. Box size shaped these quotes as much as weight.
Measure every box after packing. A few inches can move a parcel into peak fees.

Air Parcels: Demand Fees on Speed
UPS® air demand fees start at $1.35 per package. That rises to $2.50 from Nov. 22 to Dec. 26.
FedEx 2Day and Express Saver fees: $1.20, then $2.35. FedEx overnight demand fees are $1.30, then $2.55. Ground can be more economical when transit time allows.
Fee sources: UPS® Demand Surcharges, Aug. 26, 2026 update; FedEx Demand Surcharges, updated Sept. 4, 2026. Carriers can change surcharges at any time.
What Should You Check for Each Carrier Before Peak?
Each carrier prices peak differently, so check each one separately. UPS® and FedEx use dated demand surcharges by service. USPS uses temporary price changes instead. Run this checklist before you quote holiday orders. It shows which fees could land on your next label.

What Happens When You Quote Peak Rates Without a Workflow?
Without a workflow, peak fees show up after the sale. You quote a September rate in December. The label costs more than you charged. Oversized boxes trigger fees you didn’t plan for. Margins shrink one order at a time. A short pre-label check catches these early.

- Defaulting to one carrier out of habit.
- Reusing checkout rates set earlier in the year.
- Skipping box measurements after packing.
- Missing the late-November jump in fees.

How Can You Compare Real Rates Before Peak Hits?
Compare carriers on your real box and route. Prices shift by distance, weight and size. Regionally, UPS® Ground and USPS Ground Advantage nearly tied. Coast to coast, Ground Advantage cost less on our test. Peak fees can change those results again. Check before every holiday order.

Frequently Asked Questions About Peak Season Surcharges?
Do peak surcharges apply to every UPS® package?
No. The flat UPS® demand fee covers residential and air services. UPS Ground Saver® is included too. Commercial UPS® Ground isn’t in that table. Non-standard fees apply more widely across U.S. domestic packages. Those include Additional Handling, Large Package and Over Maximum Limits. They run from Sept. 27, 2026, to Jan. 16, 2027. Check the UPS® notice before you quote.
When are 2026 peak surcharges highest?
UPS® fees peak from Nov. 22 to Dec. 26, 2026. FedEx fees peak from Nov. 23 to Dec. 27, 2026. During those weeks, residential and air demand fees rise. Non-standard parcel fees rise at the same time. USPS uses one temporary price period instead. It runs Oct. 4, 2026, to Jan. 17, 2027. Ship bulky parcels outside the highest weeks when you can.
Does USPS charge a peak season surcharge?
USPS doesn’t call it a surcharge. It files a temporary USPS holiday price increase instead. They run Oct. 4, 2026, to Jan. 17, 2027. They cover Priority Mail Express, Priority Mail and Ground Advantage. Parcel Select is included too. Increases vary by weight and zone. USPS announced them pending Postal Regulatory Commission review.
Who pays the higher-volume demand surcharges?
UPS® and FedEx keep tiered fees for very high volume. UPS® applies them to accounts billed over 20,000 packages weekly. FedEx uses a 20,000-package weekly threshold for residential volume. Fees scale with volume above a June 2026 baseline. Shippers below those thresholds pay the flat demand fees instead.
Do Rollo shipping calculator rates include peak surcharges?
Rollo Ship UPS® rates include fuel and residential surcharges. Domestic services also include the delivery area surcharge. Carriers can add peak surcharges during the holidays. The final price is confirmed when you buy the label. Compare again close to your ship date. Rates vary by weight and can change.
Who sets peak surcharges when you ship with Rollo Ship?
The carrier sets them. Rollo is not a carrier. Postage is paid to the carrier. Rollo Ship charges a small per-label service fee instead. It starts at 5¢ and can drop to 1¢. Your first 200 label-service fees are waived, once per account. FedEx and Purolator fees follow your own account terms.
